I found this article and I thought I should share it in case it helps anyone else trying to put together a cheap build.
http://www.tomshardw...clock,3159.html
Build:
CPU - Intel Core i3-2120 - $128
CPU Cooler - Intel Boxed Heatsink/Fan - $0
Motherboard - Gigabyte GA-H61MA-D3V -$70
RAM - Team Elite 4 GB (2 x 2 GB) DDR3-1333 TED34096M1333C9DC - $20
Graphics - XFX HD-695X-ZNFC Radeon HD 6950 1 GB - $240
Hard drive - Seagate Barracuda ST500DM002 500 GB SATA 6Gb/s - $85
Case - Rosewill FBM-01 MicroATX Mini Tower - $30
Power - Rosewill Green Series RG630-S12 630 W - $60
Optical - LG 22x DVD Burner SATA Model GH22NS90B-OEM - $16
Total price - $649
Everything but the Graphics card and optical can be found on Newegg. It's very noob friendly as there are links for each part throughout the article.
If anyone knows where that card can be found or one that could be used instead and is compatible please share as I for one am a total noob when it comes to this stuff, but I've heard good things about Tom's Hardware and the article gives a pretty in depth explanation for the parts they used in this build.

So while I agree that these kinds of builds are helpful, this one is from March, which in computer time is a LONG time. There are a couple things that aren't the best anymore, but I think the main culprit is the video card. For $250 you should be picking up a 7850, which is considerably faster than the 6950 was.
These kinds of articles are helpful in learning how to pick things in price ranges, but they're only relevant really for a limited time, especially when companies are midway through coming out with new generations in cards (like currently).
