Could you please post your build and Speedtest results.

How long has this been happening, ever since you built your computer?
Have you tried playing HTML5 videos, does it happen with those?
Is the video a consistent choppy (i.e. low frames) or is it jumping/dropping frames at seemingly random moments?
Your title makes it sound like it keeps having to buffer, is that true?


After posting the requested information, here are some simple things you could try ( this is general advice as I know very little about your computer ).
  • Uninstall your drivers (use the AMD uninstall, not a 3rd party driver "cleaner"), restart, and reinstall the driver using AMD AutoDetect
  • Unplug your other monitor and see if the video plays properly
  • Switch the display output you are connecting your main monitor to.

CPU: i7-2600 @ 3.40 GHz, 4 core
Graphics Card: AMD Radeon HD 6700 Series
8GB RAM
850W PSU
ASUS P8Z68-V PRO Motherboard

*The video is sporadically choppy, and happens very often just not 100% of the time.
*It never has to buffer, the youtube videos load very fast and I don't think the buffer issue affects the streams either.
*This only happens in full screen mode (at least to this extent)
*The problem arose around the time I hooked up my second monitor, but I can't be certain. I will try disconnecting the second one and seeing if this changes anything.

Try updating your BIOS as well.

I wish my memory wasn't so terrible... I remember having this issue with my build (at that time I had a 5870) about 10 months ago, but I can't remember which OS it was on (Mac SL or Windows 7) let alone what I did to remedy the problem... I do not have a multi-monitor setup, I think it was on windows and I think I solved it by doing my first suggestion "Uninstall your drivers (use the AMD uninstall, not a 3rd party driver "cleaner"), restart, and reinstall the driver using AMD AutoDetect." But who knows...

It would still help if you could test a non-flash video (HTML5 video will be the easiest to find).
If disconnecting your second monitor fixed the issue, see if the issue isspecific to one monitor of if you get poor playback on both.

I checked out the HTML5 opt-in trial thing for youtube and it appears to work smoothly! So Could this mean that flash is to blame? And if so, what methods do I go about fixing it? Flash is auto-updated in chrome (and I double checked I have the latest version).

Whats likely happening is hardware acceleration is off or not working. First thing you should check its if its turned on in Flash, to do this simply load a flash video, right click, go to settings, and make sure the "Enable Hardware Acceleration" checkbox is checked (Im pretty sure its under settings, I would check but Flash isnt on the computer I'm using atm).
There is likely a setting in CCC (Catalyst Control Center) that has to do with hardware acceleration as well (once again Im not on my normal computer, so I cant check CCC), search around in CCC and make sure hardware acceleration is on.

Please open Resource monitor and play a choppy video and let me know what you CPU usage and your GPU usage are at.

Don't see a GPU usage, but the CPU averages between 6 - 9% during a stream that is always choppy for me. It does say 98% Maximum Frequency, not sure what that means though.

Yeah I did.

I've been running tests through xsplit and a similar issue arose in that my own stream demonstrates the same sort of lag, and causes my gamesource (the thing that captures the gameplay) to lag despite having ~60 fps. I've posted my specs and internet speed to the Xsplit forums and the support guys say that I should be running perfectly smoothly. It turns out that many ATI graphics card users have the same issue as me. It appears to be a bug with the drivers and not the card itself. I will be trying out an nvidia card later that a friend is going to let me test, and if it works I may just get a different graphics card.

TL;DR Going Nvidia over ATI
