For $250, the Radeon HD 7850 is the best bang for your buck.

Radeon HD is a name for one of AMD's GPU lines (similar to GTX or GeForce). As far as how AMD cards compare to NVIDIA cards... It really changes from card to card. Unlike CPUs, the GPUs of AMD and NVIDIA are usually neck and neck and unless your planning on running a dual card setup, it doesn't really matter what brand it is. Each price range has its clear winner (and thats constantly changing with price drops). In your range, the 7850 is your best choice.

$150 is an odd price range because for ~$25 extra you get a huge performance boost. If you are onwilling to play the ~$25 extra then go for the Radeon HD 6850 otherwise. Otherwise grab a NVIDIA 560 for ~$175.

6870 and 560 get almost identical fps plus the 560 has PhysX, so if he plays a game that utilizes that he'll be able to benefit from it.Or 6870. 6870 has a better price to performance ratio (probably one of the best, actually).
Plus, the 560 is a better card for overclocking.
