I am not extremely skilled with the hardware side of computers, yet I am relatively knowledgeable. I built this PC a few years ago (not completely certain, I am certain someone else could tell me better than I can).
I am hoping to run GW2 smoothly on relatively high graphics settings on release. During the BWE, I was able to run on the highest settings (without any shadows) when in PvE, however I dropped it because it seemed to reduce clipping when in WvW (I still had extreme clipping issues).
From what I can tell, I could probably use some more RAM (4 GB seemed like more at the time). My processor may also be slightly under powered. It is an unlocked dual core AMD Phenom(II) processor which has not been overclocked at all.

You could probably run it at high with the shadows off. The GPU and CPU are a bit old and could use an upgrade but it's nothing vital, there's people playing with lower end machines than yourself. The game wasn't optimized during the beta so you should have better performance when it launches. If you did want to upgrade through a budget really helps so that we know what we can recommend, personally I think you'd be fine, upgrading wouldn't hurt you but it's not like you desperately need it.
