$500 max budget for High Settings 60+fps is really really really hard to achieve.
Especially if you are going to include a monitor, dvd-drive, hdd, and pc-case on that budget.
The most you can get from an hd 6670 is medium settings. I have a gtx260, which has almost the same performance,
and I get 45 fps on high settings on Skyrim.
I suggest you just re-use your old PC Case, hdd and your optical drive. Then get yourself a better video card, like a NVidia GTX 460

Just to echo the previous poster:
I recently looked into building a cheap system for my wife to game on and a 500$ mid-high system really isn't all that feasible, particularly if you are looking to buy a monitor for it to all look fantastic on. If you can spend a bit more money while re-using a monitor, case, and drives then you might be able to slap something together.

Alrighty, so if I used the specs in the original post, and just got, say, a 570 Graphics card with 1GB of VRAM, should that get it to around 60fps?

So are you saying you can extend your budget over $500? Because a GTX570 will at the cheapest, cost you $250.
And you will need a 700w power supply for that too. Which is what, another $80+/-.
If you do have the budget, I suggest you also increase that ram to 8gb. It will only cost you just $10 more.
